A DOT certified SAP Evaluation is a requirement of the return to duty process.

A SAP evaluates employees who are in violation of the DOT drug and alcohol testing regulations and requirements. Employees who fail a drug test or refuse to perform a drug test won’t be allowed to work in safety sensitive positions until they complete the return to duty process. SAP evaluations are a requirement of that process.

SAPs are a neutral third party who protect public safety interests. We make sure that employees are fit to return to duty through our substance abuse evaluations. We will meet with an employee to evaluate their needs for any potential treatment or education programs, as well as follow up treatment and aftercare.

The Department of Transportation’s Return to Duty Process

  1. Employees must complete a clinical assessment in person with a SAP Evaluator.
  2. The SAP Evaluator will make a recommendation for treatment, for education, or both for the DOT employee.
  3. The employee will complete their personal education or treatment program.
  4. The SAP Evaluator provides a follow up evaluation in person to determine if the DOT employee is in compliance with the initial evaluation and recommended education or treatment program.
  5. When the employee completes their program they are given a notice of compliance to return back to work.

What happens at a SAP Evaluation

A certified substance abuse professional who has the necessary training and certifications will evaluate employees who either fail a drug and alcohol test or refuse to perform a drug or alcohol test.

Employees of the US DOT will have to see a substance abuse professional before they can return to work.

Diversion Center SAPs are professionals. At your DOT SAP Evaluation one of our counselors will:

  • Evaluate an employee who has failed or violated DOT drug and alcohol testing requirements.
  • Make a recommendation for education, treatment, follow ups, and/or aftercare.
  • Represent the major deciding factor (and sometimes the only deciding factor) a DOT employer may have when determining whether or not to place an employee at the controls of a plane, the throttle of a train, the helm of an oil tanker, the steering wheel of a school bus, in the engineer compartment of a subway car or at the emergency control valves of a natural gas pipeline.
  • Determine whether an employee has or has not complied with their recommendations.

SAP evaluations are crucial to the safety of the millions of people who use transportation in the United States.

A SAP Evaluator does:

  • Make a clinical assessment and in-person evaluation to determine the best course of action for the employee to resolve any drug or alcohol-related problems
  • Recommend the appropriate treatment or education programs for the employee
  • Follow up with another face-to-face evaluation to determine whether the employee has successfully complied with their recommended treatment program(s)
  • Provide follow-up drug and alcohol testing plans for the employee
  • Make recommendations regarding potential continuing education or treatment programs

A SAP Evaluator does not:

  • Determine whether or not the employee should return to work or be placed in a safety-sensitive position. The employer makes that determination.
  • Advocate on behalf of the employee
  • Advocate on behalf of the employer
  • Provide counseling to the employee
  • Determine how fit for duty an employee may or may not be unless required by DOT agency regulations

Guidelines for SAP Evaluators:

  • Clinical experience regarding diagnosis of disorders related to substance abuse.
  • Understanding of how their role as a substance abuse professional relates to the responsibilities employers have for ensuring the safety of the traveling public.
  • Meet all SAP standards and training requirements provided by the US DOT and other agencies
  • Hold one of the required qualifications and credentials to fill the role of SAP.
  • Knowledge and understanding of compliance reporting.
  • Receive a passing score on the examination for the role of SAP.
  • Understand the Department of Transportation’s drug use and alcohol misuse prevention rules for commercial transportation industries.
  • Understand the background and reasoning behind the Department of Transportation’s drug and alcohol testing program.
  • Knowledge of the Department of Transportation’s drug testing requirements, such as laboratory testing and collections.
  • Understand the role of the SAP in the initial evaluation, referrals for education and/or treatment, the follow-up evaluation, continuing treatment recommendations and the follow-up testing plan.
