A SAP is a qualified professional who evaluates workers who have failed or refused a drug and alcohol test. Failing or refusing a DOT drug tests will result in employees being removed from certain positions until the DOT mandated return to duty process has been completed.

SAP evaluations are important because they protect the public interest by making sure that workers in critical safety positions are qualified to return to duty. How to Complete the DOT Return to Duty Process

Step one: Get a face to face SAP evaluation at Diversion Center. The SAP Evaluator will make a recommendation for treatment, education, or both.

Step two: The employee completes the recommendation for treatment, education, or both.

Step three: Meet with your SAP Evaluator for a follow up in person. The SAP will determine whether or not the employee is in compliance.

If the employee is found to be in compliance they’ll receive a Notice of Compliance to Return to Work.

SAP Evaluations and their role in the return to duty process

A SAP is a substance abuse professional who has the training and expertise necessary to be certified to evaluate employees who fail or refuse a drug and alcohol test. Any employee who falls under the guidelines of the US Department of Transportation must see a substance abuse professional if they fail to meet drug testing requirements.

SAPs are professionals who:

  • Evaluate employees in violation of the Department of Transportation’s drug and alcohol testing regulations.
  • Make Meet with DOT employees to make recommendations for treatment, education, or follow up testing.
  • Monitor the DOT return to duty process.
  • Represent the decision an employer makes when deciding whether or not to put an employee in a position where they’re controlling a vehicle like a bus, and airplane, a train, a truck, or in other critical positions.
  • Have the authority and ability to determine whether or not an employee complied with their treatment or education recommendations.

Substance abuse professionals do:

  • Meet with you face-to-face for a clinical assessment.
  • Determine what type of follow-up is needed for the employee to resolve their problems associated with drug or alcohol use.
  • Refer employees to appropriate treatment and education programs.
  • Perform an in-person follow-up evaluation to determine whether or not employees were compliant with their recommended treatment.
  • Provide follow-up drug and alcohol testing plans.
  • Provide recommendations for continuing treatment or continuing education.

Substance abuse professional don’t:

  • Determine whether or not employees should be put back into safety sensitive positions. That is done by the employer.
  • Advocate for the employee, nor do we advocate for the employer. We are a neutral third party.
  • Provide counseling to employees.
  • Make determinations of whether or not the employee is fit to perform a duty for their employer, unless otherwise required by agency regulations.

Your Substance Abuse Professional Meets All the Following Criteria:

  • Clinical experience in the diagnosis of substance abuse-related disorders.​
  • An understanding of how the SAP role relates to the responsibilities employers have for ensuring the safety of the traveling public.
  • Meet all SAP standards and training requirements.
  • Hold qualifications and credentials to fill the role of SAP.
  • Demonstrate the knowledge and understanding of reporting that the employee has or has not complied with the SAP’s recommendation.
  • Regularly attend continuing education activities.
  • A passing score on the examination for the role of SAP.
  • Understand the U.S. DOT’s expanded and revised drug use and alcohol misuse prevention rules for the commercial transportation industries.
  • Possess the background and reasoning of the DOT’s drug and alcohol testing program.
  • Know the DOT’s drug and alcohol testing rules.
  • Knowledge of DOT drug testing requirements, such as laboratory testing and collections.
  • Understand the role of the SAP in the initial employee evaluation, referrals for education and/or treatment, the follow-up evaluation, continuing treatment recommendation and the follow-up testing plan.
  • Knowledge of reporting and record-keeping requirements.
