In order to ensure a safe work environment, the U.S. Department of Transportation (DOT) has established work rules, including rules on drug use and alcohol misuse. A substance abuse professional, as defined by the US Department of Transportation, is a person who evaluates employees who have violated DOT drug and alcohol testing regulations and makes recommendations for the course of treatment or education, follow-up testing, and aftercare.
SAP’s must be a licensed physician, social worker, psychologist, or otherwise licensed and certified therapist or counselor. It is their duty to protect the public and make sure that drivers who have completed the return-to-duty process are able to return to safety-sensitive positions.
