Employees responsible for safety-sensitive functions in the transportation industry must provide a safe work environment for co-workers and the millions of people who travel in many ways throughout the nation. By establishing work rules, including rules on drug use and alcohol misuse, the U.S. Department of Transportation (DOT) is able to create a safe work environment. As defined by the DOT, a substance abuse professional is a person who evaluates employees who have violated drug and alcohol testing regulations to make recommendations for treatment, education, follow-up testing, and aftercare.
Holding a license as a physician, social worker, psychologist, or having another type of license or certification as a therapist or counselor is a requirement for being a SAP. Their duty is to make sure that the public is safe and that drivers who have gone through the return-to-duty process are able to return to their safety-sensitive positions.

Mr. Collins’ recommendations for an appropriate education and/or treatment program is based on your specific needs, including the presence of, and if identified, the severity of your drug or alcohol problem. The level of drug and/or alcohol use must be identified by Mr. Collins so a recommendation about education and/or treatment can be made.
