By establishing work rules, including rules on drug use and alcohol misuse, the U.S. Department of Transportation (DOT) is able to create a safe work environment. A substance abuse professional, or SAP, evaluates employees who have violated DOT drug and alcohol testing regulations and makes recommendations for the course of treatment or education, follow-up testing, and aftercare, as defined by the US DOT.
SAP’s must be a licensed physician, social worker, psychologist, or otherwise licensed and certified therapist or counselor. It is the duty of these individuals to protect public interest and to ensure that drivers who complete the return-to-duty process are physically and mentally capable of returning to safety-sensitive positions.
