The U.S. Department of Transportation (DOT) has established work rules in order to maintain a safe work environment, including rules concerning drug use and alcohol misuse. As defined by the DOT, a substance abuse professional is a person who evaluates employees who have violated drug and alcohol testing regulations to make recommendations for treatment, education, follow-up testing, and aftercare.
A SAP must be licensed as a physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor. It is their responsibility to look out for the public’s safety and wellbeing and to make sure that drivers who have to go through the return-to-duty process are able to go back to safety-sensitive positions.
