To keep the workplace safe, the U.S. Department of Transportation (DOT) has put in place rules to follow, like rules about drug use and alcohol misuse. A substance abuse professional, or SAP, is defined by the US Department of Transportation as a person who evaluates employees who have violated DOT drug and alcohol testing regulations in order to make recommendations for the course of treatment or education, follow-up testing and aftercare.
A SAP must be licensed as a physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor. It is their job to keep the public safe and to ensure that drivers who have been through the return-to-duty process are able to return to safety-sensitive positions.

Mr. Collins’ recommendations about appropriate education and/or treatment program is dependent on your specific needs, which includes the presence of and, if identified, severity of your drug or alcohol problem. The level of drug and/or alcohol use will be identified by Mr. Collins so that a recommendation about education and/or treatment can be made.
