A substance abuse professional, as defined by the Department of Transportation, is someone who evaluates employees who have failed a DOT drug or alcohol test and makes recommendations for treatment, education, follow-up testing, and aftercare.
To be a SAP, one must be a licensed physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor. It is their responsibility to look out for the public’s safety and wellbeing and to make sure that drivers who have to go through the return-to-duty process are able to go back to safety-sensitive positions.
