In order to ensure a safe work environment, the U.S. Department of Transportation (DOT) has established work rules, including rules on drug use and alcohol misuse. A substance abuse professional, as defined by the US Department of Transportation, is a person who evaluates employees who have violated DOT drug and alcohol testing regulations and makes recommendations for the course of treatment or education, follow-up testing, and aftercare.
SAP’s must be licensed physicians, social workers, psychologists, or have another type of license or certification as a therapist or counselor. It is the duty of these individuals to protect public interest and to ensure that drivers who complete the return-to-duty process are physically and mentally capable of returning to safety-sensitive positions.
