The employees in the transportation industry who have safety-sensitive functions are responsible for providing a safe work environment not only for their co-workers but also for the millions of people who travel by various means throughout the nation. By establishing work rules, including rules on drug use and alcohol misuse, the U.S. Department of Transportation (DOT) is able to create a safe work environment. As defined by the DOT, a substance abuse professional is a person who evaluates employees who have violated drug and alcohol testing regulations to make recommendations for treatment, education, follow-up testing, and aftercare.
You must have a license as a physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor to be a SAP. It is the duty of these individuals to protect public interest and to ensure that drivers who complete the return-to-duty process are physically and mentally capable of returning to safety-sensitive positions.
