In order to ensure a safe work environment, the U.S. Department of Transportation (DOT) has established work rules, including rules on drug use and alcohol misuse. A substance abuse professional, as defined by the US Department of Transportation, is a person who evaluates employees who have violated DOT drug and alcohol testing regulations and makes recommendations for the course of treatment or education, follow-up testing, and aftercare.
To be a SAP, one must be a licensed physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor. Their duty is to protect the public interest and ensure that drivers who go through the return-to-duty process are fit to return to safety-sensitive positions.

Mr. Collins’ evaluations are typically conducted Monday through Saturday. If needed, same day service is available.
Mr. Collins will recommend an appropriate education and/or treatment program for you based on your specific needs, which include the presence and severity of your drug or alcohol problem, if one is identified. In order to make a recommendation about education and/or treatment, the level of drug and/or alcohol use will be identified by Mr. Collins.

For those who don’t have an alcohol or drug problem, it can be completed in a few days. For those that are suffering from an alcohol or drug addiction, it can take months. This includes the initial evaluation, education, treatment.
This does not include the cost of your follow-up evaluation, nor does it include the cost of your education or treatment.
You will meet with a qualified SAP who will ask you questions about your violation, drug and alcohol use history, employment history, abuse history, family history, and any other relevant information. This evaluation is used to determine the level of care for your SAP Program.
