The employees with safety-sensitive functions in the transportation industry are responsible for a safe work environment for their co-workers and for the millions of people who travel in many ways throughout the nation. Establishing work rules, including rules on drug use and alcohol misuse, is how the U.S. Department of Transportation (DOT) ensures a safe work environment. A substance abuse professional, as defined by the US Department of Transportation, is a person who evaluates employees who have violated DOT drug and alcohol testing regulations and makes recommendations for the course of treatment or education, follow-up testing, and aftercare.
To be a SAP, one must be a licensed physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor. It is the duty of these individuals to protect public interest and to ensure that drivers who complete the return-to-duty process are physically and mentally capable of returning to safety-sensitive positions.
