The employees with safety-sensitive functions in the transportation industry have the responsibility of creating a safe work environment for their fellow workers and the millions of people who travel in various ways all over the nation. By establishing work rules, including rules on drug use and alcohol misuse, the U.S. Department of Transportation (DOT) is able to create a safe work environment. A substance abuse professional, or SAP, is defined by the US Department of Transportation as a person who evaluates employees who have violated DOT drug and alcohol testing regulations in order to make recommendations for the course of treatment or education, follow-up testing and aftercare.
SAP’s must have a license as a physician, social worker, psychologist, or otherwise licensed and certified therapist or counselor. It is the duty of these individuals to protect public interest and to ensure that drivers who complete the return-to-duty process are physically and mentally capable of returning to safety-sensitive positions.
