A substance abuse professional, as defined by the US Department of Transportation, is a person who evaluates employees who have violated DOT drug and alcohol testing regulations and makes recommendations for the course of treatment or education, follow-up testing, and aftercare.
SAP’s must be licensed physicians, social workers, psychologists, or have another type of license or certification as a therapist or counselor.
