The employees in the transportation industry who have safety-sensitive functions are responsible for providing a safe work environment not only for their co-workers but also for the millions of people who travel by various means throughout the nation. The U.S. Department of Transportation (DOT) has established work rules in order to maintain a safe work environment, including rules concerning drug use and alcohol misuse. A substance abuse professional, or SAP, is defined by the US Department of Transportation as a person who evaluates employees who have violated DOT drug and alcohol testing regulations in order to make recommendations for the course of treatment or education, follow-up testing and aftercare.
A SAP must be licensed as a physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor. They have the responsibility of protecting the public interest and making sure that drivers who go through the return-to-duty process are fit to go back to safety-sensitive positions.
