Establishing work rules, including rules on drug use and alcohol misuse, is how the U.S. Department of Transportation (DOT) ensures a safe work environment. A substance abuse professional, or SAP, is defined by the US Department of Transportation as a person who evaluates employees who have violated DOT drug and alcohol testing regulations in order to make recommendations for the course of treatment or education, follow-up testing and aftercare.
In order to be a SAP, you must have a license as a physician, social worker, psychologist, or have another type of license or certification as a therapist or counselor. It is their responsibility to look out for the public’s safety and wellbeing and to make sure that drivers who have to go through the return-to-duty process are able to go back to safety-sensitive positions.

Mr. Collins will recommend an appropriate education and/or treatment program for you based on your specific needs, which include the presence and severity of your drug or alcohol problem, if one is identified. The level of drug and/or alcohol use will be identified by Mr. Collins so that a recommendation about education and/or treatment can be made.

For those that do not have an alcohol or drug problem, it can be completed in a few days. For those that suffer from an alcohol or drug addiction, it can take months. This includes an initial evaluation, education, and treatment.

You will meet with a qualified SAP who will ask you questions about your violation, drug and alcohol use history, employment history, abuse history, family history, and any other relevant information. This evaluation is used to determine the level of care for your SAP Program.
