To keep the workplace safe, the U.S. Department of Transportation (DOT) has put in place rules to follow, like rules about drug use and alcohol misuse. As defined by the DOT, a substance abuse professional is a person who evaluates employees who have violated drug and alcohol testing regulations to make recommendations for treatment, education, follow-up testing, and aftercare.
Holding a license as a physician, social worker, psychologist, or having another type of license or certification as a therapist or counselor is a requirement for being a SAP. They have the responsibility of protecting the public interest and making sure that drivers who go through the return-to-duty process are fit to go back to safety-sensitive positions.
