The U.S. Department of Transportation (DOT) has established work rules in order to maintain a safe work environment, including rules concerning drug use and alcohol misuse. A substance abuse professional, or SAP, evaluates employees who have violated DOT drug and alcohol testing regulations and makes recommendations for the course of treatment or education, follow-up testing, and aftercare, as defined by the US DOT.
Holding a license as a physician, social worker, psychologist, or having another type of license or certification as a therapist or counselor is a requirement for being a SAP. Their duty is to protect the public interest and ensure that drivers who go through the return-to-duty process are fit to return to safety-sensitive positions.
